Position Function

To serve as a mission-oriented and strategic leader in the management team of the OCOK division and to work with the COO in the development and achievement of strategic goals and performance objectives. This position will work closely with the Chief Operations Officer to administer and manage the SSCC including ensuring oversight of the Provider Network utilization management program, the execution of placement services, including kinship, and continuous quality improvement within the network of services. This position directs the review and authorization of expenditures for client support services and placement services to ensure the effective and efficient use of all resources and appropriate services to children and their families. This position ensures performance within established outcome benchmark for related placement and services measures.

Educational Requirements:

A Master’s degree in Social Work, Business, Public Administration or related field.

Experience Requirements:

Five years of direct supervision experience in a Social Service organization. Child-placing agency, Child welfare experience and/or Single Source Continuum Contractor/Lead Agency experience given preference. LCPAA licensure preferred or the ability to obtain one within 1 year of hiring.

Functional Requirements:

The Senior Director of Care Management will ensure that program services, whether performed internally or subcontracted out, operate within established goals. The Senior Director will ensure service and treatment plans are reviewed for appropriateness and that individual services are provided as indicated, implement protocols for authorization of services, ensure completion of required reviews, ensure placement, permanency & discharge planning occurs timely, and that staff recommend alternative service methods to ensure that treatment services are accessible, appropriate and necessary. The Senior Director will be responsible for monitoring the intake of children and continuum of services to ensure that appropriate services are available, accessible and effective and to drive kinship placement and permanency with supports and services. Under the Senior Director are the following Directors/Departments:

Additional Functional requirements:

· Develops protocols/procedures for review and audit of level of care authorizations for the children in our network. Ensure completion of periodic service reviews and special circumstance reviews, as needed.

· Oversee the Exceptional Care authorization process and assess and review utilization internally and with DFPS partners.

· Oversee the implementation of T3C (Texas Child Care Centered) rate modernization at the program level, to include process for implementing and ensuring CANS completion, placements using the new rate structures and other processes as needed.

· Assess needs and gaps in service quality and array and work with providers to improve/develop needed services.

· Develop protocols for staff to work closely with the Provider Network and oversee the provider benchmark process for continuous quality improvement.

· Oversee completion of reports and evaluations for DFPS, Licensing, COA, etc., as needed.

· Ensure 3 in 30 audit is completed quarterly and submitted timely to the department. Assess any appeals related to 3 in 30 compliance in accordance with policy and procedure and guidance from DFPS.

· Provide support to the Permanency department to drive safe permanency placements for children. Works closely with the Senior Directors of Permanency and other directors to achieve strategic goals/outcomes.

· Plans for and implements goals and strategies to drive placement, kinship and PAL outcomes in accordance with our performance measures.

· Ensure development of protocols and processes to support kinship placement growth and quality of service provision to those homes/children.

· Provides guidance to the Permanency department regarding service availability, appropriateness of services, or service mix, etc.

· Works with the courts and other external systems to help resolve conflicts or concerns as necessary.

· Demonstrate an ability to collaborate with youth, families, and staff for optimal services.

· Demonstrate excellent communication and interpersonal skills and the ability to work collaboratively with youth, families, courts, attorney, CASA, DFPS, Licensing and network providers as well as internal departments and  staff.

· Demonstrate good judgment and the ability to work independently.

· Demonstrate an ability to continue learning through supervision, continuing education, and experience.

· Must be able to handle a high degree of emotional stress related to client issues.

· Must be available for on-call coverage.

· Must have excellent writing skills and the ability to complete reports and documents in a timely manner.

· Must possess a valid Texas driver’s license and have a driving record, which is within guidelines of the insurance underwriter.

· Must not have been convicted of a felony or criminal offense against a child.

Working Conditions:

Position includes exposure to parents, guardians, and conservators as well as to youth with behavioral problems, including possible physical aggression. A personal vehicle is required for travel.

Exposure to Confidential Information:

The Senior Director of Care Management will have access to confidential records including children, biological family, kinship family and foster care and adoption records. Must maintain confidentiality and follow policies related to personnel records and client records.

Planning:

· Conduct regular group and individual supervision meetings.

· Facilitate and/or participate in meetings with collaborating partners and agencies.

· Participate in ACH & OCOK Leadership meetings.

· Provide leadership in process and planning meetings as needed to facilitate quality care.

· The ability to develop and implement Continuous Quality Improvement planning

Implementation:

· Supervise the leadership of Intake and Care Coordination/Clinical & Kinship staff in regard departmental performance.

· Responsible for the professional development of all employees in the department.

Training and Supervision:

· Attend continuing education necessary to expand knowledge and maintain certifications or licenses.

· Communicate regularly with supervisor and seek supervision when appropriate.

· Participate in and sometimes conduct in-service training.
