Essential Responsibilities

The Deputy Director, Human Capital will serve as a strategic business partner to the organization and manage the operations, services, policies, and compliance of the human resources function.  The Deputy Director will collaborate with and manage the PEO relationship and serve as a main liaison between the Bush Foundation and the PEO.  Essential functions and responsibilities include:

Workforce Planning and Employee Relations

  • Partners with the executive team to understand and execute the organization’s personnel and talent strategy as it relates to current and future talent needs, recruiting, retention, and succession planning.
    • Oversee administration of full-cycle recruiting initiatives for employees and interns;
    • Write/evaluate position descriptions, determine FLSA status, and manage version controls; and
    • Direct the onboarding strategy to ensure new employees are fully utilized and connected to the Bush Center.
  • Actively promote, and assist others in promoting, an engaged and safe environment to all employees.
  • Revise, edit and manage the administration of the Employee Handbook.
  • Manage logistics for annual Performance Evaluation Process and 90 Day Reviews for new employees.
  • Offer guidance and resolution for performance and/or other employee/employer issues. When necessary, launch investigations, make recommendations and administer disciplinary processes.
  • Oversee professional development process and budget by managing vendor trainings and/or create and present in-house trainings, as necessary.
  • Oversee the execution of all staff events, celebrations, trainings and meetings.
  • Make recommendations and assist the Vice President, Finance and Operations in monitoring and revising staff space planning.

Compensation and Benefits Management

  • Determine appropriate salaries and job classifications; manage compensation survey process as needed.
  • Work with Vice President, Finance and Operations, and Finance team, to implement and manage human capital departmental budget and organizational salary budgets.
  • Coordinate with, and assist, Executive Team in annual benefits reviews. Oversee the internal communications of the benefits annual enrollment process.
  • Direct the Forms 1094-C and 1095-C filing processes.
  • Be conversant with and able to answer questions for human resource related policies to include: group healthcare, disability plans, 401K plan, paid time off, etc.
  • In collaboration with the PEO, manage protected and non-protected leave processes and Workers’ Compensation for employees to ensure federal, state, and organizational compliance.

Supervisory Responsibilities

  • Provide management, training and guidance to the Human Capital team members.
  • Oversee the day-to-day operations of the Human Capital department, which includes all personnel related activities.
  • Other duties and projects as assigned.

Knowledge, Skills, Abilities

The qualified candidate will possess (a/an):

  • Bachelor's degree; PHR or other relevant certification preferred;
  • A minimum of seven years of human resources generalist and HRIS experience;
  • Proficiency with Microsoft Outlook, Word, PowerPoint, Visio and Excel; Ability to learn various systems and technologies; and
  • Commitment to the mission and vision of the George W. Bush Presidential Center.
