Outcomes-Based Program Evaluation Certificate

New e-Course! Create outcomes-based program evaluation plans that improve results.

The Outcomes-Based Program Evaluation Certificate (OBPEC) e-Course provides organizations with the knowledge and skills to evaluate program efficiency and effectiveness. As a result, you’ll fill a critical knowledge gap for your organization to help make program improvements for an even greater impact. In turn, you’ll be able to demonstrate to your stakeholders that your programs are working.


The OBPEC e-Course consists of five, three-hour live streamed sessions, followed by an optional 30 minute Q&A after each session. Participants learn how to formalize program logic, develop indicators to measure success, determine appropriate data collection and analysis methods, communicate findings, and use the results for program improvement, innovation and growth. Over the course of the certificate, participants will design an evaluation framework for one program that includes a theory of change model, a logic model with goals and indicators and a data management plan.

Upon completion of the program participants will:

  • Understand program evaluation components and create evaluation tools for a program

  • Understand the value and utility of process- and outcomes-based program evaluation

  • Define and illustrate the theory of change for a program     

  • Develop a logic model that includes processes and outcome goals and indicators

  • Develop a data management plan for a program

  • Understand considerations for the analysis and communication of program data

Homework will be assigned after each session and CNM staff will provide individualized feedback on assignments via e-mail. 

No restrictions on operating budget, mission space, or service location.

Each participant must select one program to focus on during the training.

Program selected must have clear goals.

Participant must have a thorough understanding of how the program selected works.
