GENERAL POSITION SUMMARY

Dallas CASA, a non-profit agency that recruits and trains volunteers to advocate for the best interests of child victims of abuse and neglect, seeks a full-time Human Resources Director who will be responsible for the overall Human Resources (HR) functions. The HR Director reports to the CEO and supervises and supports the HR Generalist.  The HR Director will implement and recommend improvements to approved HR policies, programs, and practices, and provide input on compensation practices and benefits plans. The HR Director will be responsible for overseeing all aspects of employee-related agency insurance policies, payroll and related regulatory requirements, performance evaluations, internal investigations, performance improvement plans, and other personnel transactions from recruitment to departures, and ensuring compliance with HR regulations and laws. This position also will be responsible for planning staff development and training programs and activities that contribute to a positive and inclusive culture.

ESSENTIAL FUNCTIONS

  • Serve as a strategic business partner in support of the mission, vision and values of the agency. Develop, implement and administer HR policies, programs and practices that align with and support the agency’s strategic plan, including talent acquisition and retention to support maintaining the desired program capacity, with particular emphasis on diversity, equity, and inclusion.
  • Develop and administer approved compensation practices and benefit plans that are competitive, informed by market data, cost-effective, and supportive of a healthy and engaged workforce.
  • Coordinates with the Chief Financial Officer to negotiate and maintain all employee-related agency insurance policies including worker’s compensation, health, dental, life, and disability plans, flexible savings accounts, and health savings accounts.
  • Maintain records of insurance coverage, retirement plan, and personnel transactions such as hires, promotions, pay adjustments, performance reviews, disciplinary actions, and departures.
  • Oversee operational management of payroll data collection, paycheck processing and distribution.
  • Assist in monitoring staff compliance with HR policies and procedures.
  • Recommend selection, and oversee the management, of all payroll and HR-related systems including but not limited to, vendor relationships and negotiations.
  • Be knowledgeable about, stay abreast of any changes to, and ensure timely and accurate compliance with all HR-related federal, state, and local regulatory requirements. Make recommendations to ensure agency compliance and propose changes that may benefit the Agency and/or employees.
  • Oversee the proper administration and recordkeeping of days or time off, agency holidays, and leaves of absence, including FMLA, disability, and unpaid leave as well as workers’ compensation. Ensure compliance with applicable laws and regulations.
  • Oversee the creation and updating of agency job descriptions organization charts, demographics data, and agency personnel files to comply with Texas CASA and National CASA/GAL standards and HR best practices.
  • Review and make recommendations annually, or more frequently as requested, for improvement of the agency’s HR-related policies, procedures and practices.
  • With input from President and CEO and all department heads, create, plan, and implement agency-wide staff development and training programs, including portions of onboarding and training that are not specific to the new employee’s department.
  • Help to identify, evaluate and recommend outside professional development opportunities.
  • Respond to HR-related regulatory and other agency inquiries, surveys, and reporting requirements.
  • Oversee the annual performance evaluation process including goal check-ins. Participate in the formulation of, and assist as necessary in the administration of, performance improvement plans.
  • Oversee the conduct of exit interviews of departing staff and responses to unemployment claims. Oversee the conduct of employee surveys.
  • Serve as advisor to chiefs of other departments and the President and CEO to help resolve employee issues or concerns. Respond to employee complaints and conduct investigations as needed.
  • Prepare annual salary ranges and support the collection of competitive salary and benefits data.
  • Oversee recruitment of new staff.
  • Facilitate the organization and work of any wellness or spirit committees. Work to preserve and promote a positive and inclusive culture, including coordination with DEI director regarding celebrations, events and outings honoring particular racial or ethnic groups.
  • Directly supervise and support the HR Generalist. Directly or indirectly supervise and support the Board Liaison and Volunteer Assistant with regard to front desk coverage.
  • Work with the CFO to develop expense projections for the Human Resources section of the agency budget. Manage costs to ensure that expenses remain within budget limits unless the President and CEO approves budget exception(s).

OTHER FUNCTIONS

  • Oversee special projects as needed.
  • Attend special events and staff meetings.
  • Participate in programs of public recognition for volunteer advocates.
  • In accordance with the Dallas CASA team philosophy, the person filling this position may occasionally be required to carry out or assist with other tasks in addition to the duties listed on this job description.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER REQUIREMENTS

  • Bachelor’s degree in human resources, organizational development, or a related field.
  • Minimum 10 years of related experience.
  • Possess functional expertise across all general areas of HR, including talent acquisition and management, benefit and compensation development and administration, worker’s compensation administration, employee relations and DEIB.Knowledge of employment law and employment best practices and policies.
  • Knowledge of compensation and benefits regulations and best practices.
  • Proficiency in Microsoft Office products including Outlook, Excel, Word and PowerPoint.
  • Excellent verbal and written communication skills and exceptional interpersonal communication skills.
  • High integrity and ethics.
  • Superior judgment and decision-making skills.
  • People management, problem-solving and negotiation skills.
  • Creative and innovative.

Preferred Education & Experience

  • Masters in Business or related field
  • Certification as a SHRM Senior Certified Professional (SHRM-SCP)
