Founded in 1901, ChildCareGroup’s mission is to champion a strong early childhood system that teaches children and parents, trains early childhood professionals, and assists families.

The Director of Program Services is responsible for ensuring compliance and quality in all content areas in ChildCareGroup’s Head Start/Early Head Start programs, including Education, Health, Inclusion, Nutrition and Family Services. This position requires a strategic thinker who will provide leadership to effectively integrate all systems into an overall plan for increased school readiness and family engagement for more than 1200 children and families. Works under supervision of the VP of Early Childhood Programs with considerable demand for independent judgment and action.


  • Leadership and Strategy: Provides leadership and direction for all content areas for ChildCareGroup’s Early Childhood Programs department. Serves on ChildCareGroup’s Early Childhood Programs leadership team, participating in development of program goals, project planning and implementation, and program evaluation for all Early Head Start/Head Start programs.
  • Supervision of Content Area Management Staff: Provides reflective supervision for all Head Start/Early Head Start content area management staff including Education, Health, Inclusion, Nutrition, ERSEA (Eligibility/Recruitment/Selection/Enrollment and Attendance) and Parent and Family Engagement.
  • Coordination of Holistic Services: Strategically plans and implements integration of holistic services for children and families utilizing ChildCareGroup’s TwoGen philosophy (modeled on the Aspen Ascend Institute’s Two Generation model), Office of Head Start requirements and best practices. Ensures consistency in service delivery across programs with attention to inclusive practices and integration of component areas.

Participates, with other CCG Directors, in the design of internal structures, systems and policies.

  • Data Driven Decisions: Works with all content areas to ensure that quality data is driving program decisions, utilizing the CCG data model for decision-making. Assists staff in identifying and implementing appropriate data to be collected and how it is incorporated into each content area.
  • Analyzes data from all content areas to identify strengths and challenges that leads to continuous quality improvement. Plans and implements annual continuous quality improvement in coordination with content area managers. Participates in the ongoing self-assessment plan by monitoring content area data for trends and making course corrections as needed.
  • Program Compliance: Ensures all program components for Early Childhood Programs are in place to meet all applicable requirements, including Head Start Performance Standards, TX Department of Family and Protective Services minimum standards, NAEYC accreditation criteria and other sources affecting the delivery of services for ChildCareGroup in all content areas.
  • Budgeting: Participates in the development and preparation of program budgets.
  • Database Maintenance: Requires the acquisition of knowledge and proficiency of the ChildPlus and Redelearner Database within the introductory period of employment. ChildCareGroup will train the employee either directly or through ChildPlus consultants.Other Duties and Responsibilities
  • Assists with special projects and performs other duties as assigned.
  • Serves as a member of the Early Childhood Programs leadership team.
  • Assists with gathering information and goal setting for various grant applications as requested.  

Experience and Skills Required:   

  • Prompt and regular attendance required.
  • Head Start experience preferred.
  • Experience in using ChildPlus database preferred.
  • Must demonstrate ability to communicate with a variety of stakeholders – staff, community leaders, and parents.
  • Excellent analytical, communication, planning, organizing and supervisory skills are required.
  • Must demonstrate leadership ability and the ability to function as a team member with strong collaborative and interpersonal skills.
  • Must demonstrate ability to think strategically and take a systems approach to program implementation.
  • Ability to work and communicate effectively with the public.
  • Excellent analytical, communication, planning, organizing and supervisory skills are required.


  • Must demonstrate leadership ability and the ability to function as a team member.
  • Significant experience in administration and strong knowledge of best practices and systems in the field of early childhood education required.
  • Experience with successfully maintaining compliance with federal or state programs, preferred.
  • Minimum of four (4) years supervisory experience in a social services or comparable setting required.
  • Education: Bachelor’s degree in the field of education, family services, or management required. Master’s degree preferred.

Equipment Used: Able to use all office equipment; personal computer, printer, scanner, etc.

Travel: Local travel required up to and including travel between CCG offices and Corsicana, Texas. Must have reliable transportation and automobile insurance acceptable to CCG.

Supervision Received - position reports to VP of Early Childhood Programs

Supervision Given – Provides supervision to Education, Health, Inclusion, Nutrition, ERSEA (Eligibility/Recruitment/Selection/Enrollment and Attendance) and Parent and Family Engagement managers.

Physical Demands /Work environment

Work requires normal physical effort, visual attention, manual dexterity or coordination.

Position is located at ChildCareGroup’s main office in a typical office environment. Some local travel to ChildCareGroup centers and program sites expected. Must have reliable transportation; valid Texas driver’s license, proof of liability insurance and driving record acceptable to CCG’s automobile liability insurance carrier. ChildCareGroup reimburses for mileage expenses.
