The Accounting Manager is responsible for reporting and accounting of Federal and State grants and contracts, reviewing submitted expenses to confirm allocability and allowability and submitting invoicing to the funding agencies.  This position reviews accounts, reports and statements to identify and resolve any unusual balances or discrepancies. This position works closely with the Early Childhood team to maintain current contracts as well as seek future contractual agreements with new agencies. This position also manages foundation funding received by United Way in support of early childhood initiatives both current and future. The Accounting Manager will play a critical role in any and all auditing processes related to compliance of State and Federal grants and contracts.

KEY RESPONSIBILITIES

Grants/Foundation Compliance and Reporting Responsibilities:

  • Accounting, reporting, and analysis of Federal and State of Texas grants or contracts:
    • Prepare monthly grant and contract reimbursement requests in accordance with funding agency requirements including; coordination and review of time sheets or activity logs, of non-labor internal charges, and of subcontractor reimbursement requests.
    • Analyze and review supporting documentation to ensure allocability and allowability of expenses to comply with applicable Federal and State regulations and grant or contract requirements, including documentation from subcontractors in support of periodic expense reimbursement requests.
    • Record revenue from foundations, grants and contracts.
    • Reconcile revenue and expenses between reimbursement requests and general ledger.
  • Grant and contract budget reviews:
    • Support senior Finance staff and Program Managers with review of grant and contract proposals and calculations of budgets to ensure accuracy of data.
    • Review budget to actual expenses to assist in monitoring status of expenditures for over/under spending.
  • Review subcontractor reimbursement requests for compliance in accordance with funding agency requirements and guidelines:
    • Review budget to actual expenses to assist in monitoring status of expenditures for over/under spending.
    • Work with Program Managers to propose budget revisions to adjust for over/under spending or to request preapproval from funding agency for any unbudgeted expense.
    • Function as the liaison with subcontractors for financial compliance monthly and in the event of an audit.
    • Work collaboratively within the finance department team to ensure reimbursement requests are processed in a timely manner and are in compliance with internal policies.
  • Assist with completion and maintenance of UWMD Government Grants and Contracts Financial Guide.
  • Conduct training for grant staff on monthly reporting requirements and procedures.
  • Function as the liaison with grant application staff and program staff to support grant and contract accounting requirements.
  • Work closely with the early childhood team to ensure credit card statements, mileage reimbursements and program related expenses are allocated properly and allowable.
  • Prepare A-133 and annual financial audit work papers as requested.

 

JOB REQUIREMENTS

Education and Qualifications:

  • Bachelor’s Degree; Accounting or Finance preferred
  • Minimum of 3 years of experience in the accounting profession

Other Knowledge, Skills and Abilities:

  • Proficient with Microsoft Outlook, Word and Excel
  • Ability to use general ledger applications and experience with salesforce and intacct, including a clear understanding of how the two systems interrelate
  • Ability to maintain confidentiality of donor and other sensitive information
  • Ability to manage several projects and tasks independently and simultaneously
  • Solid problem-solving skills with minimal supervision
  • Must be extremely detail-oriented with strong analytical and organizational skills
  • Aptitude for high level data processing, accuracy, and capacity
  • Excellent organizational skills required
  • Excellent oral and written communication skills required
  • High level of customer service skills required
  • Must be self-motivated, independent and flexible
  • Ability to meet deadlines in a fast-paced environment
