EXPERIENCE: Minimum of 10 years of progressively responsible experience in fiscal, human resource, and facilities management, preferably in a nonprofit or government setting plus a minimum of seven (7) years executive-level management experience. Requires extensive knowledge accounting, auditing, human resource management, strategic business planning, and management information systems. EDUCATION: Bachelor’s degree in business or accounting required; MBA, CPA, or CMA preferred; SPHR-CP or SHRM-SCP preferred. Advanced certification in government grants management preferred.

 

SUMMARY:  The position of Chief Operating Officer (“COO”) is a mission-focused, seasoned, strategic, and process-minded leader with experience scaling an organization, participating on an executive management team, and developing a performance culture among a group of diverse, talented individuals. This role places particular importance on promoting diversity, equity, and inclusion within the workforce, and models this behavior within the Internal Affairs department. The COO enables others at Promise House, Inc. (“Promise House”) to deliver measurable, cost-effective results that support meeting the objectives of the Strategic Plan. Importantly, the successful COO will have the skills, sensitivity, and personal confidence to tap into the power that each member of the team brings to this mission. While it is essential that the COO bring efficient and effective systems to increase the productivity of the organization, is it also critical that the COO support the development of creative staff that drives the agency’s mission.

 

POSITION RESPONSIBILITES (include, but are not limited to):

 

Reporting to the Chief Executive Officer (“CEO”) of Promise House, the COO will lead internal business operations and will have the following responsibilities:

  • Working in partnership with the executive team, and under the CEO’s leadership, implement processes and approaches that support achievement of the organization’s strategic business initiatives
  • Serve as the internal leader of the organization’s fiscal and human resource functions:
    • Coordinate the annual operations plan and budget
    • Lead the performance management process that measures and evaluates progress against goals for the organization
    • Provide for all staff a strong day-to-day leadership presence; support an open-door policy among all staff
  • Lead and manage the organization’s internal business operations:
    • Finance
      • Develop an accounting system that provides the organization with quick access to financial information and enables strategic budgeting, trend analysis of key data and performance, and robust internal and external reporting
      • Analyze and interpret financial data for the purpose of improving systems and maximizing overall financial performance
      • Consult with executive team and board of director leadership to utilize financial information to achieve strategic organizational objectives
      • Establish company-wide financial and administrative objectives, policies, procedures, practices, and programs which insure the company an enduring financial structure
      • Control the flow of cash through the organization maintaining the integrity of funds, securities, and assets
      • Reveal and create fiscal policies directly tied to the organization’s strategic business initiatives
      • Participate in various professional associations and community activities to enhance the agency’s visibility, to remain up-to-date on fiscal best practices and to further personal professional development
      • Develop financial and performance forecasts at the strategic level and provide financial analysis for developing a rolling five-year growth plan
    • Human Resources
      • Produce and implement performance metrics throughout the organization
      • Cultivate the values of Promise House within the organization
      • Instill a human capital development and coaching culture within Promise House; upgrade human resources functions including: training, development, compensation and benefits, employee relations, performance evaluation and recruiting
      • Take a leadership role in on-boarding staff, supporting systems and programs that help each employee quickly integrate into their work team, commit to the agency’s mission, and feel that they are a valued member of Promise House
      • Establish company-wide personnel and administrative objectives, policies, procedures, practices, and programs which insure the company an effective human resource structure
      • Develop and present (in conjunction with the human resource staff) robust leadership team that reinforces The Leadership Team Challenge and cascades the plan’s concepts throughout the organization.
      • Plan and direct the implementation of innovative human resource management strategies
      • Prepare management to enhance employee performance standards and career development
      • Personally ensure the organization is continuously in compliance with all applicable Federal, state, and local labor laws, regulations, and employment taxation
      • Select and coordinate the use of compensation and benefit programs, insurance brokers, insurance carriers, pension administrator, and external training consultants
      • Participate in various professional associations and community activities to enhance the agency’s visibility, to remain up-to-date on best practices in human resource management and to further personal professional development

 

    • Technology / Facilities
      • Analyze the current technology infrastructure and identify the next level of information technology and systems that support the growth of programs and the organization overall
      • Establish company-wide strategic objectives, policies, procedures, practices, and programs which insure the company safe, efficient, and effective facilities, grounds, transportation, furnishings, and equipment
      • Take a leadership role in standard setting for the appearance, safety, and sanitation of all agency facilities, grounds, and vehicles while maintaining close project management oversight of team’s assignments.
      • Develop and maintain diverse offering of progressive information technology offerings that enhance staff efficiency, minimize security risks, and provide opportunities for analysis and synthesis of business results
      • Plan and direct the implementation of innovative facilities management strategies, striving for industry-leading work and living spaces with a clear focus on teens
      • Personally ensure the organization is continuously in compliance with all applicable Federal, state, and local laws, rules, and regulations as related to social service operation
      • Select and coordinate the use of insurance brokers, insurance carriers, vendors, service providers that are best prepared to meet the organization’s needs while maximizing available resources
      • Ensure reception, clerical, and support needs of staff are met, promoting a high level of customer satisfaction while maximizing economic and human resource efficiencies
      • Actively participate in the identification of situations that require external help and guide selection of the best qualified and most fiscally responsible contractors to conduct the work.

 

    • Other
      • Work with the board of directors and its committees (serving as staff liaison to the finance, personnel, and audit committees): present financial reports and analyses to the board of directors at monthly meetings
      • Other duties as assigned
